Haikou National High-tech Industrial Development Zone

Haikou National High-tech Industrial Development Zone, with a total planned area of 85.42 k㎡, is the only national-level high-tech zone in the Hainan Free Trade Port, and also the only industrial region in the Hainan Free Trade Port encompassing all three industrial pillars of “tourism, modern services, and high-tech industry.” It focuses on the development of the “3+X” industrial mix, with “3” referring to biopharmaceuticals, high-end food processing, and eco-friendly industries and “X” referring to advanced manufacturing. For tourism, priorities are given to “tourism + sports,” film and television performances, duty-free shopping and sports. For modern services, the development of culture, sports, tourism, and film services, as well as professional services, are prioritized to create a demonstration zone for service industry cooperation among Hainan, Hong Kong, and Macao. With a “seven parks in one zone” layout, the zone exhibits a diversified growth pattern, administering Mei'an Eco-tech New City, Medical Valley Industrial Park, Shiziling Industrial Park, Haima Industrial Park, Yunlong Industrial Park, Mission Hills Resort, and the West Coast Headquarters Economic Zone. These seven parks are all within a half-hour drive from Haikou's political, commercial, cultural and entertainment centers and transportation hubs.

Development goals

To develop a “3+X” industrial mix featuring the coordinated development of advanced manufacturing (such as biopharmaceuticals, energy conservation and environmental protection, and high-end food processing), the digital economy, and modern services.

Focus

  • Mei'an Eco-Tech New City, with a planned area of 39.34 k㎡, is oriented toward pharmaceuticals & medical devices and advanced manufacturing, and focuses on the production, R&D, and certification of pharmaceutical products, the production and R&D of medical devices, and new industries integrated with pharmaceutical products, advanced manufacturing, modern services, etc.

  • Medicine Valley Industrial Park, with a planned area of 6.52 k㎡, is oriented toward the manufacture of biomedical and healthcare products, and focuses on the production and R&D of pharmaceuticals and healthcare products and the development of the Li medicine industry, etc.

  • Shiziling Industrial Park, with a planned area of 5.82 k㎡, is oriented toward food processing and new materials, and focuses on high-end food processing, the development and application of new energy technologies, electrical equipment, electronic information and light industry packaging, etc.

  • Haima Industrial Park, with a planned area of 1.85 k㎡, is oriented toward the automobile industry, and focuses on the production and R&D of environmentally-friendly new energy vehicles, automobile part production, automobile logistics, etc.

  • Yunlong Industrial Park, with a planned area of 3.35 k㎡, is oriented toward advanced manufacturing encompassing energy saving & environmental protection industries, and focuses on the development and application of new biodegradable materials and environmental protection technologies, etc.

  • Mission Hills Resort, with a planned area of 26.03 k㎡, is oriented toward sports and leisure tourism, and focuses on the development of sports events (golf, football, etc.), film and television performances, duty-free shopping, business and leisure, culture, sport, etc.

  • West Coast Headquarters Economic Zone, with a planned area of 2.51 k㎡, focuses on creating headquarters economy, information technology and modern services clusters.
