Hainan to launch raft of measures promoting island as talent hub

On Feb. 5, the Hainan Talent Conference was held in the capital city of Haikou. At the conference, it was announced that Hainan plans to launch a raft of measures promoting more open talent recruitment and developing the province as a talent hub and technological innovation island, allowing all kinds of talented individuals to make the most of their special abilities and strengths.

A detailed plan was issued at the conference for the development of Hainan as a talent hub, with a focus on Hainan’s unique modern industry system (which includes the tourism industry, modern service industry, high-tech industry, and tropical high-efficiency agricultural industry) as well as the three major ‘future-oriented industries’ (the Nanfan seed breeding industry, deep-sea technology, and commercial aerospace).

The plan sets Haikou, Sanya, and Danzhou as the core implementation areas, which will be linked with Wenchang International Space City, the Bo’ao Lecheng International Medical Tourism Pilot Zone, the Lingshui Li’an International Education Innovation Pilot Zone and other industrial parks to form an open talent development hub laid out across the entire island.

A three year (2025-2027) high-quality modern industry development HR support action plan was also issued at the conference, focusing on the optimization of leading industries and promoting comprehensive measures for targeted talent recruitment and efficient talent cultivation, as well as talent services and safeguards. Over the three years, the amount of industry talent is expected to rise, optimizing both talent quality and distribution, and deeply integrating the talent chain with both industry and innovation chains.

In 2024, Hainan continued implementation of the plan to bring one million talented workers to the province, attracting a total of 174,000 talented individuals over the course of the year.
