Hainan Province has announced generous financial support for team talent introduction as part of its efforts to attract talent worldwide. Selected teams can receive up to 30 million yuan to cover related expenses.

The announcement outlines the following eligibility requirements.
1.Applications are open to enterprises, government-affiliated institutions, and other institutions with substantial operations within Hainan Province employing teams comprising at least five high-level talents of any nationality, three of whom (including the team leader) must have been employed full-time by the applicant for no more than one year (i.e., having signed a labor contract with their employer in Hainan province and commenced employment no earlier than August 30, 2023.)
2.For teams headed by a recognized “top talent,” the date requirement is extended to no earlier than January 1, 2023.
3.Talents within such teams who have not yet commenced employment in Hainan but have reached a commitment with their employer to come to Hainan to work must arrive in Hainan and commence employment before December 31, 2024, and be employed in Hainan for five or more years, spending no less than six months per year working in Hainan.
In addition, the announcement clearly states that applying teams must have clearly defined project building goals and development plans and that their leader must meet one of the two following requirements:
1.A leading science and technology talent that has undertaken major scientific research projects or led project building in major industries, key disciplines, and key specialties with a research direction falling within key areas established in the Hainan Science and Technology Innovation Plan and possessing key innovative and developmental prospects.
2.A principal founder or actual controller of an enterprise possessing core technologies and independently developed intellectual property rights whose start-up project conforms to the industrial development direction of the Hainan Free Trade Port, occupies a leading position within the Chinese mainland and has good market prospects and development potential.
Talent teams among the first and second batch of recognized “Hainan Provincial Talent Teams” are eligible to apply. Successful teams can enjoy priority recommendations for national or Hainan provincial science and technology projects and when applying for equity investment. Members of successful teams can receive preferential treatment, services, and support when applying for settlement, buying residential properties and vehicles, applying for school admissions for their children, and other circumstances in line with preferential treatment, services, and support provided to headquarters enterprise talents.
Talent teams introduced by the CPC Hainan Provincial Committee or the People’s Government of Hainan Province that are employed full-time in Hainan Province may, after recommendation by the relevant provincial department and approval by the talent work leading group of the CPC Hainan Provincial Committee, be recognized and given support as a “Hainan Provincial Excellent Talent Team.” Talent teams recognized as such will be provided between 10 million ($1.42 million) and 30 million ($4.26 million) in financial support, 40% of which may be given directly to team members as incentives and subsidies.
Eligible applying teams must download and complete the application form from the Hainan FTP Recruiting Online Service website (www.ihnhr.com) and submit it along with other required application materials to the relevant provincial department before October 15.
