On August 29, during the 17th press conference of the "Accelerating High-Quality Development of Hainan Free Trade Port" series—focused on the 2023 Hainan Free Trade Port Business Environment Evaluation White Paper—it was announced that Haikou has continued to foster a market-oriented, law-based, and international first-class business environment. From January to August this year, 51 small businesses in Haikou's Jiangdong New Area were upgraded into the enterprises above designated size list and 9 new innovative SMEs were registered.
Wang Yan, deputy director and spokesperson for the Jiangdong New Area Administration, highlighted that as one of Hainan Free Trade Port's key zones, Jiangdong New Area places great importance on business environment construction. The area consistently ranks high in provincial and municipal business environment evaluations. In government approvals, Jiangdong has continuously advanced reform efforts, implementing over 30 administrative reforms, including eliminating construction drawings reviews and offering phased construction permits. Eight of these reforms have been replicated across the province, reducing the administrative approval time by over 90%.
For enterprise services, Jiangdong has established a three-tier service mechanism with "Chief Service Officers + Enterprise Stewards + Service Specialists" and launched the "Jiangdong e-Qihui" online service platform. Businesses can use the "Express Lane" to raise concerns, with dedicated staff ensuring timely resolutions. Additionally, Jiangdong has introduced initiatives like "Pro-Clean Guest Room," "Building Manager + Building Stewards," and a "Green Channel for Enterprises" to streamline processes for businesses.
To support small businesses and tech companies, Jiangdong regularly conducts surveys to identify and address their needs. It has introduced a "Park Guarantee Loan" financial service, and nine companies have already submitted financing requests. The area has also established the Jiangdong New Area Business Association and is forming a cross-border e-commerce industry education alliance to strengthen collaboration in key industries.
In talent services, Jiangdong has implemented the Management Measures for Recognizing Urgently Needed Talent and a directory of such talent, creating a system focused on skills and contributions. The area has also enhanced services for talent in healthcare, education, and housing, providing housing guarantees for over 600 individuals. The "Government-School-Enterprise" cooperation mechanism has been further developed to address the employment needs of both enterprises and talent.
In terms of public services, three top-tier hospitals are under construction, with the new Jiangdong branch of the Provincial Traditional Chinese Medicine Hospital already operational. The First Affiliated Hospital of Hainan Medical University and the Jiangdong branch of the Haikou Maternal and Child Health Hospital are expected to be completed within the year. Several quality schools, including Harrow School and Beijing Normal University Haikou Affiliated School, have been completed and are now in use. Seven other schools are under construction, which will add 14,740 new student placements once completed.
